ICBC Fairness Commissioner review
|
June 6, 2004. -
In the final review stages of the ICBC Fairness review process, the ICBC Fairness
Commissioner the Honourable Bryan Williams, Q.C., former Chief Justice of the BC Supreme
Court, reviews our documented Case In Point;
an example of a policy change which ICBC did not make public although
ICBC had statistics which showed that
a minimum of 38,000 people would be affected by the policy change annually. (see article ICBC, BC's sponsorship scandal?)
In a letter to the complaintant dated June 2, 2004, the Fairness Commissioner writes,
" The question of ICBC communicating policy changes has arisen before today, and I have taken
the position with ICBC that communications in this regard must be made. It is my recommendation
that any substantial policy change about to be made where people may be misled should
be properly communicated to the public."
The Fairness Commissioner continues, " I propose, however, to remind ICBC at this time that
I have made such recommendations in the past and that they should be careful
to ensure in the future that proper notice of change is communicated as best can be
done."
The Honorable Bryan Williams has been ICBC's Fairness Commissioner since 2001.

To date the Premier has not addressed this very serious breach of trust by ICBC toward British
Columbians, neither has Minister Rich Coleman, Solicitor General and minister responsible for the ICBC
portfolio.

ICBC, as a public, governmental, crown corporation, must be responsible to the public.
Keeping changes in law from the Public and then going after
British Columbians for non-compliance with hefty fines and unnecessary driver re-examinations is extortion, unjust, blackmail and wrong.

Come Forward
ICBC lied to people who didn't know about the three year renewal policy change by telling
them that letters were sent out and the change was posted in the media. In this way, ICBC forced
compliance of the $125 and driver re-examinations on those applying for their drivers license renewal.
