Minister Coleman declines comment

Despite two letters to the Honorable Minister Coleman, the Minister responsible for the ICBC portfolio, the
Minister has declined to comment on the questions posed to him regarding ICBC's practice of changing
the law/policy and not making the change public, then accusing thousands of people over several years of non-compliance and forcing
unnecessary driving tests and related re-examinations and payment of hefty fees (see article
ICBC, BC's Sponsorship Scandal?).
Questions which were posed in a letter to the Minister on February 17, 2004:
Do you believe that:
-
making changes in laws and policies should not be made public so that people can be accused of not complying with the law/policy?
- Furthermore, do you agree that ICBC should change policies and laws which will affect the people of British Columbia and not make those changes public and not inform those people whom ICBC know will be affected?
If you do not agree with this practice, then what have you done to correct it?
And
-
What about the 3 million+ people in ICBC's database… ofcourse, they would have to abide by any changes of law/policies also. How do you, Minister Coleman, think that over three million British Columbians will know what those laws are when they are not made public if ICBC chooses not to?
The Minister, in a letter dated March 25, 2004, did not address the above questions.
One of the people who are still in the ICBC appeal process, requested the Minister to intervene. The Minister's
reply, "I am unable to intervene in
the process. It would be inappropriate for me to make any further comment."
If, as the Minister responsible for the ICBC portfolio states, it is inappropriate for
him to make any further comment, then which Ministry would
be appropriate to intervene and investigate ICBC's corrupt conduct on the unsuspecting British Columbia public?
And if the Crown corporation did nothing wrong, then why is the Minister
not answering the above questions? Surely if ICBC had done nothing wrong, the Minister would have stepped up to the plate
in ICBC's defense since, after all, the Crown corporation is in his portfolio and therefore his responsibility.
